Fear develops in a people when they themselves have lost communion with their Lord, in that case they fear their fellow man more than they should fear Allah. The people of Musa had replaced the fear of Allah with that of Pharaoh. Allah’s purpose for sending Musa according to the A’yah was to put a check on Pharaoh who has transgressed all bounds and to reform him. And Allah knows best.
